-c number where number could be 0 or 1 or 2. But it does not mention what number is assumed when the -c option is not specified at all. As a new user of svn-buildpackage, I think it would be much better if the manual pages mentions what the default action corresponds to. I gave the -c option just as an example and it is the same issue with almost all the options.
