Just to clarify, you mean you are setting http_proxy in the shell
environment for apt-get or aptitude?  What are you setting it to?

I am running 1.6.1 here with 

 Acquire::http::Proxy "http://localhost:3142";

in /etc/apt/apt.conf with no problems.

Could you enable debugging and send me the error.log file
