I am seeing the exact same thing when trying to install djview4 and djvulibre-bin. libdjvulibre21 gets selected for installation, and won't install due to lib*15 having a hold on /usr/share/djvu/osi/cs/messages.xml. I have tried backing out of the installation, but that has failed. apt-get -f install also fails. I have tried removing the file by hand, but this does not work either.
