Hello,

$ strace debtags grep 2>&1|grep open|grep var/lib
open("/var/lib/debtags", O_RDONLY|O_NONBLOCK|O_DIRECTORY|0x80000) = 3
open("/var/lib/debtagsvocabulary.idx", O_RDONLY) = 3
open("/var/lib/debtagsvocabulary", O_RDONLY) = 4
open("/var/lib/debtags", O_RDONLY|O_NONBLOCK|O_DIRECTORY|0x80000) = 5
open("/var/lib/debtagspackage-tags.idx", O_RDONLY) = 5

this breaks everything that looks for the debtags data in
/var/lib/debtags (like, for example, update-apt-xapian-index), as well
as any common sense of decency and good taste.

The problem is likely to be in libept, but it shows here.  I have a new
libept+debtags upload in the making, so it shouldn't take long to fix.
