OpenVPN  has   a  debconf  question   to  propose  to  not   restart  on
upgrade. This could be a solution.  However, we cannot add a new debconf
question for now.

Like  ssh. However, sesman  is keeping  session data  in memory  so this
won't be a simple patch.
