I have "Allow bold text" switched on but I've tried it off and that
setting appears to work correctly.
After some testing, I've found that it's enough to "Edit Current Colour
Scheme" and then to click "Use Custom Palette" on and off for it to work
until I restart the program.
In fact, in my case it seems leaving Use Custom Palette on will solve
the problem.
Note that changing the text colour does not change the bold colour. That
only seems to happen on restart.

does irssi attempt to use bold for those brackets, or just a particular
palette entry (which one)?
