This does not seem to be a bug that affects everyone so the most appropriate severity level is "important" - that is defined as "a bug which has a major effect on the usability of a package, without rendering it completely unusable to everyone." I am not able to do an upload to Sarge now, that is the definition of "deep freeze". The Debian systems prevent me from making the change. As it is a very simple change to fix your problem. I recommend copying the file /usr/share/request-tracker3.4/lib/RT/Action/SendEmail.pm into /usr/local/share/request-tracker3.4/lib/RT/Action/SendEmail.pm and making the correction there. Any changes made there will be preserved between package upgrades, when, for instance, there is a security bug fix at some future date.
