(Responding to myself, for other interested readers maybe) FYI, package for phpgroupware module 'eldapdir' is not going to be provided in epoch 1 0.9.16 packages. See README.Debian for package phpgroupware-0.9.16 to know more about packaging choices for the new set of packages (basically maintaining a minimal set of modules that are well maintained upstream).
Hence the wontfix, as phpgroupware in stable/etch is more or less unmaintained at the moment.
