Unless I'm mistaken op-panel distributes op-panel-0.27.dfsg/dhtml/js/dhtmltooltip.js, a file copyright by Dynamic Drive DHTML code library (www.dynamicdrive.com). However, the package fails to report a license for this file, which is a bug in itself. Having the same problem on one of my packages I think this file is undistributable.
