Hi. This problem is still found in epoch 1 packaging of phpgroupware 0.9.16, where packages phpgroupware-0.9.16-core-base and the others -phpgwapi, -admin, -setup and -preferences still have circular dependencies.
That's indeed suboptimal, but regarding the order in which initialisations of the packages are done at install, that shouldn't matter much, as only phpgroupware-0.9.16-core-base needs to do things... others don't have scripts. Maybe the 5 packages could be grouped into one... I still have to think over this a little bit. I'll downgrade the severity anyway. Thanks for reporting this issue.
