run-parts is used by crond on Debian systems to run shell scripts in directory 
/etc/cron.hourly.

Scripts with extension .sh are never executed, e.g.
/etc/cron.hourly/webalizer.sh

A script without extension runs properly, e.g.
/etc/cron.hourly/webalizer

My expecation is that any executable file (i.e. chmod X) should be run by 
run-parts.

The error is in package debianutils-2.28.4, file run-parts.c, function 
valid_name.
