Hi,

I'm porting Debian to Interix, see http://debian-interix.net/

Unfortunately, on Interix, the root user doesn't have UID 0 (which isn't a POSIX requirement AFAIK). So installing dictionaries-common fails, because it checks for UID 0.

I prepared a patch which factors this test for rootness out, checks for Interix and also unifies RUID or EUID usage for the check.

Thanks for consideration

Martin
