Can you send me the following:
  lshal output before restarting dbus (with the stick plugged in)
  lshal output after restarting dbus (with the stick plugged in)
  The output of running the following when the usb stick is plugged in: 
    hald --drop-privileges --daemon=no --verbose=yes

My current guess that hal doesn't recognized your usb stick correctly when it's
plugged in (for some reason), but it does when it's restarted with the stick
plugged in.
