Hi I'm not sure if this is a fault in vnc. It is more of a problem in xbase-clients that provide that /etc/X11/xinit/xinitrc file. The file starts with #!... and that indicates that it should be executeable.
But as this seems to be the case, maybe I should change so that the generated xinitrc script start with the workaround that you found.
