The bugzilla package assumes that there is only a single bugzilla
site. (This is fine as a default, since that makes it easy to install
it and have it just work.)

However, it should be possible to set up multiple bugzilla sites as
this is often necessary to separate out different projects with
different users/administrators/settings/etc.

Along with this, it should also be possible for a user with access to
a MySQL server, but without any particular local system priveledges to
set up a bugzilla installation into his own web area.

Currently, this is easier to do by downloading bugzilla yourself than
it is by using the Debian package, which is an unfortunate
circumstance.
