In fact, after discussing with Aurélien Jarno, it seems that the call to
ldconfig is not important in our case (it only serves improving
performances) and that it should find the library anyway if it's
installed in /usr/lib/ (and it is).

Justin, we really need your dpkg/aptitude logs I think.

And if you can try reproduce it (by downgrading/reupgrading)
it would be great to do a simple  "ls -al
/usr/lib/libapt-pkg-libc6.7-6.so.4.6" at the time of the failure.
