The switchspell is not built, because the build-time dependency gtkspell-dev is missing. ./configure reports that switchspell will be built, even though this dependency is missing, but make silently omits the plugin. By installing gtkspell-dev and running dpkg-buildpackage on the source, switchspell was built normally and included in the package.
