It really can't be, because there are loads of scripts that have configuration information embedded but either need not be configuration files because configuring them is done in some other manner, or have very sensible defaults that only a few eccentrics would ever want to change (and they can do so using a diversion.)[1] Don Armstrong 1: Though I agree that scripts such as this should not live in /etc. -- Physics is like sex.
