Hi, The problem is not related to Inguma itself: Is a problem with the Scapy library. In the version I distribute from sourceforge.net I included the scapy.py library for commodity but, under Debian, another package "specific" for Scapy should be created, IMHO, as is a dependency, not a part of Inguma.
