Removing the private copy of dh_makeshlibs is a behavior change.  Why is it
not an armel toolchain bug that these extra symbols are exported?

This package should eventually be converted to use the dpkg-gensymbols
functionality of recent dpkg versions.  I would accept a patch to do this
properly; just dropping the existing manifest is not an option.
