Yes. They should be able to build it. But, what is purpose of debian/
in Fedora or Gentoo? :) Well, and if Debian want to do any security
upload immediately, it will probably hard to add and find patch
specific to Debian.

Also, If someone want to rebuild a package for smaller change, s/he
need to download entire package to change something specific to Debian
(and Ubuntu).

I request you to separate upstream and Debian changes (.diff.gz) [all
stuffs in debian/ even if there no patches!] .

At last, its your choice :)
