It doesn't happen here, so I'll ask the obvious question.

Is your locale info correct ?
what's the output of locale? 

Do you have the correct dependencies installed?
Depends: apt, libdpkg-ruby1.8 (>= 0.3.2), libhttp-access2-ruby1.8 (>= 2.0.6), 
libintl-gettext-ruby1.8, liblocale-ruby1.8, libruby1.8 (>= 1.8.5), 
libxml-parser-ruby1.8, libzlib-ruby1.8, ruby (>= 1.8)
