Unfortunately, xxdiff doesn't have i18n support yet.
It may lack i18n support, but it still needn't mutilate filenames it was
given from the command line. If xxdiff just passed the filenames verbatim,
no problem could occur.
Note that the upstream bug was not about filenames, but about displaying
UTF-8 files.
I'm raising the severity since this is certainly not a feature request.
