If none of the other maintainers (particularly joeyh as he wrote the
original code and may have had a reason for the current behaviour that
I've missed) objects, I'll modify debcommit to use the logic I described
in http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=470366#10 to
determine the message to use when -r is specified.
