When I said "start it and check", I meant "start it via the init script"
and not just stop it via the init script and start it manually :).

Since you aren't starting ifplugd via the init script, you will continue
to see jerkiness.  If you tried to start it via the init script, there
wouldn't have been an instance of ifplugd for the non existent interface
eth10 and hence no jerkiness.
