I used to maintain a couple (11 to be more precise) packages with Apache 1.3 modues. They used shared debconf tamplates, so each change had to be done in all of them in exact same way. Obviously BTS entries ranged from 11 identical reports through a single one reported for random package to pathological cases of 11 different translations. And yes, there was one impatient NMU-er who got all this screwed-up and uploaded that to 0-day wait queue. So yes, there are situations when you can break things by just adding .po files.
