I have gotten no further feedback on this proposal except for some
discussion of whether packages can currently handle parallel builds. I
would like to resolve these bugs for the next Policy release, but I don't
want to just commit patches on my own say-so.
Could those reading the Policy list please review the patch at:

and either second or point out problems so that we can resolve this and
close these bugs?
