It doesn't seem to make any sense to do this, although I know I had a
reason when I sent this report. Here it goes:
The reasoning behing the BR was to allow a new upstream tarball to have
a version with a screwed up versioning number that goes backwards.
This is common when the developer anticipates the new upstream release
and prepares a few unreleased changes, and later upstream releases with
a version number that precedes the ones used by the packager for the
unofficial preparation versions.
