It depends on the tool you use for installing packages. If you have installed it using dselect (or aptitude I think) it has installed this for you. apt-get is actually a quite raw tool and should not be used if you do not really know this kind of rules. I know that a lot of people do and there is no problem with that, except that people should know that recommended packages have to be installed as well.
