It depends on the tool you use for installing packages. If you have
installed it using dselect (or aptitude I think) it has installed this
for you. apt-get is actually a quite raw tool and should not be used
if you do not really know this kind of rules. I know that a lot of people
do and there is no problem with that, except that people should know that
recommended packages have to be installed as well.

It is the way Debian is designed and it is not something that I can or
want to change. :)
