As I was moving a printer to what I had hoped would be the new production print server, I discovered that while the pdftops workaound fixes the problem for Postscript queues, it does not fix the problem for hpijs or ljet4 queues. (I also tested a Gutenprint queue, and with it, something somewhere in the pipeline changed the paper size.
