Apache2 package assumes we want always to run it automatically as a system-wide server (listening on port 80 with user www-data), this is a problem to integrate it when packages want only to launch some httpd processes with a specific configuration. For instance gnome-user-share (a small graphical application to share files over WebDAV) comes ith it own configuation file for apache to share a specific user folder) depends on it, and after the installation, apache is automatically launched to serve web pages on port 80, which is not the intended behaviour and thus is not really secure. Please consider ease the integration with other applications; perhaps by splitting the server configuration (init.d script, default webpage, user creation, ...) in another package (this is just an example).
