I ran the command apt-get -d install openssh-client to download the .deb file for openssh-client The output from the command was Reading package lists... Done Building dependency tree Reading state information... Done openssh-client is already the newest version. openssh-client set to manually installed. 0 upgraded, 0 newly installed, 0 to remove and 0 not upgraded. This tells me that the state of openssh-client was set to manually installed which should NOT happen when I'm only downloading.
