No, it should be in /usr/lib as it's an architecture-specific file.

$ pkg-config --cflags gtk+-2.0
-DXTHREADS -I/usr/include/gtk-2.0 -I/usr/lib/gtk-2.0/include
-I/usr/X11R6/include -I/usr/include/atk-1.0 -I/usr/include/pango-1.0
-I/usr/include/freetype2 -I/usr/include/glib-2.0
-I/usr/lib/glib-2.0/include

Are you using pkg-config to get compile flags, or hard-coding them?
