Did I say that? No. Did you read the tutorial carefully? No. The first line indeed does not fit 'the' snmpget which comes from net-snmp and is usually used in Debian, but please remember that Debian is not the only OS around. The tutorial clearly states: Read the documentation that comes with your device or program. If you read the documentation of snmpget in Debian, you'll find you have to use something like snmpget -v[version] -c[password] device OID. Read the documentation of - for example - Irix or JUNOS you'll see that the first way applies here.
