Thanks for spotting the error.

This mistake is really a technical one, not an obvious one. The only real test
is to run hostapd on a real box which uses a network mounted /usr/ to see what
happens.

fwiw, I am running hostapd on a box that has been insserv'd, and its okay. I
just do not have /usr/ on a network filesystem.
