Although it is possible to use some of the functionality of ruby1.8-dev without it (mkmf) at least a Recommends on libc6-dev (if not an outright Depends) is justified because of the common use case of ruby1.8-dev (compiling arch-specific gems) and the non-obvious error message which is produced when libc6-dev is not installed.
