Hi, Drake Wilson. Thanks for caring about this package. Unfortunately, AFAIK, this is indeed a normal behaviour, because user should have no interaction with this file. In any case, the problem seems to be that backuping old-conf is not implemented, as it was into gtk-theme-switch on backup_gtkrc() (in which gtk-chtheme was based on). I'm going to contact upstream to suggest him change.
