I just installed bluez-utils and spent a few hours wondering what this meant:
Feb 15 23:48:36 divinity hcid[31317]: Could not become the primary owner of
org.bluez
Feb 15 23:48:36 divinity hcid[31317]: Unable to get on D-Bus
bluez-utils needs to reload dbus in postinst so it can load
/etc/dbus-1/system.d/bluetooth.conf and know anything about org.bluez.
Hal for example does this in postinst for configure:

invoke-rc.d dbus force-reload || true
fi
