Are you sure that you also have libghc6-xmonad-dev installed? If you
just have xmonad installed, you can only run it, but not compile your
own configuration file.

If that was the problem, I’m open to suggestions how to make sure other
users don’t hit the same problem.

Please note that you need a newer libghc6-x11-dev, e.g. from:
http://people.debian.org/~nomeata/xmonad/libghc6-x11-dev_1.4.1-0.nomeata3_i386.deb
