Since we've been asked for pkg-config support a couple of times
already i took the time to write a first draft of a sox.pc.in and
submitted it to the other sox devs.

Once i get feedback i'll integrate it to upstream.
Hopefully this will be part of SoX 14.0.2.

Open to comments, i here attach the file i submitted upstream.
