As Andrew Pollock, I am not sure if /bin/zsh is supported as an alternative
for /bin/sh. Also, as for Andrew, the problem seems confimed to the debconf
call, so I am also reassigning this bug report to debconf and merging both.

The same probably appplies to #465540 and #465541

Also please note that this may well be the same as zsh bug:

[#351031] DEBCONF_USE_CDEBCONF - errors with /bin/zsh as /bin/sh

originally submitted against debconf and later reassigned to zsh

By the way, I am adding the error message I get when running
dictionaries-common.postinst with /bin/zsh (no error message is added
in your bug report):

# LC_ALL=C ./dictionaries-common.postinst configure
Can't exec "/usr/share/debconf/confmodule": Permission denied at 
/usr/share/perl/5.8/IPC/Open3.pm line 168.
