Are you _really_ sure that cdd-common is installed completely?  Both
files that were missing on your box are in cdd-common package:

$ dpkg -L cdd-common | grep -e "/cdd/cdd.conf" -e "cdd-utils"
/usr/share/cdd/cdd-utils
/etc/cdd/cdd.conf
$ dpkg -l cdd-common | grep ^ii
ii  cdd-common                                              0.4.5.1             
                 Custom Debian Distributions common package

Then I created empty /etc/cdd/education and reinstall completed
successfully.

That's strange.  It should have been installed by cdd-common automatically
in case this package would be installed successfully-
