As the following sequence shows, approx failed to give an error
message, (and appeared to start) even though port 9999 was already in
use. (apt-cacher-ng was configured to use port 9999)

$ sudo invoke-rc.d approx stop
Stopping proxy server for Debian archive files: approx.
$ sudo invoke-rc.d apt-cacher-ng start
Starting apt-cacher-ng: apt-cacher-ng.
$ sudo invoke-rc.d approx start
Starting proxy server for Debian archive files: approx.
$ sudo invoke-rc.d approx stop
Stopping proxy server for Debian archive files: approx failed!
$ sudo invoke-rc.d apt-cacher-ng stop
Stopping apt-cacher-ng: apt-cacher-ng.
$ sudo invoke-rc.d approx start
Starting proxy server for Debian archive files: approx.
$ sudo invoke-rc.d approx stop
Stopping proxy server for Debian archive files: approx.

This bug is also present in 3.0.0~bpo40+1.
