cvslockd fails to start on my system (presumably bug #441236 ),
so I tried to reinstall the older "cvs" package.
If cvslockd isn't running, the package can't be uninstalled:

Thank you for reporting this bug. A new version of cvsnt is (hopefully)
coming soon (RC3 is out). As soon as this happens, I'll package a new
version and fix the script...
