Is it really the only change needed to make k*BSD people happy? If so, you
will be please to read this in the changelog:

shadow (1:4.0.3-32) unstable; urgency=low

  * Modified debian/rules for "Calling GNU configure properly", see

[...]
  * GNU config automated update: config.sub (20010907 to 20050422),
