This bug still exists, and it's particularly bad if the system has a crypto root filesystem. Today when I booted a new kernel it took a few seconds longer than usual scanning the hardware before the point it would ask for my LUKS passphrase to unlock my disk. usplash timed out and switched to a VT. The prompt for the passphrase never appeared on that VT. I'm unsure if it appeared on any other VT or not -- it may have not prompted on the VT at all, which would be an even worse bug. I ended up booting an older kernel, and removing usplash.
