Package: pgf

While checking on something else for lintian, I happened to notice that
the preinst and prerm scripts for pgf are effectively empty.  All they
do is parse arguments and possibly omit an error message.  Removing them
is only a minor optimization, but at the moment they're essentially
clutter.
