What's necessary?  I build atlas for myself unfortunately often
(on non-Debian platforms).

And if you have any preferences for how upstream LAPACK is
organized, please let us know.  Most of the information at
  http://www.netlib.org/lapack-dev/
is out of date, but the link to the mailing list is active.

There are tentative plans to separate pieces a bit more cleanly
and provide more typical build targets, but there's a lack of
manpower and one higher-level obstacle.
