libpcsclite1 can't be used without pcscd. libpcsclite1 is the client and pcscd is the server. It is safe to have pcscd installed even if you do not have a smart card reader. It will just consume some disk space, ram space and CPU.
You can always remove pcscd if you want.

I also note that wpasupplicant Suggests: pcscd and that should not be needed.

I do not intend to change the Recommends: into a Suggests: for libpcsclite1.

If you are really annoyed by the fact that installing wpasupplicant will install smart card packages the easiest solution is that wpasupplicant does a load of libpcsclite.so.1 at runtime instead of link time. So wpasupplicant can be installed without libpcsclite1.
