I'm also getting the error message for normal user:
$ echo "ls -l>ls-l" |at now
warning: commands will be executed using /bin/sh
job 5 at Wed Feb  6 14:34:00 2008
Can't signal atd (permission denied)

But for root it works correctly:
# echo "ls -l>ls-l" |at now
warning: commands will be executed using /bin/sh
job 8 at Wed Feb  6 14:36:00 2008
